Safety Alert: Protecting vulnerable road users around work sites

A total of 1,052 people were seriously injured, sometimes fatally, on or around New Zealand's temporary traffic management work sites between 2001 and 2021. This number includes 104 vulnerable road users.

One of these people, a cyclist, was fatally injured in 2019, following a collision with a concrete truck on a road work site. Civil Contractors New Zealand has since worked to support the members involved to review temporary traffic management settings around managing the risk to vulnerable road users around TTM work sites.

As a result, we have published a safety alert on protecting vulnerable road users around work sites as part of the enforceable undertaking following the incident, along with a Practice Note developed to assist clients, contractors and designers in protecting vulnerable road users around TTM sites.

Practice Note: Protecting Vulnerable Road Users in Temporary Traffic Management (TTM) Environments

A Practice Note sponsored by Downer and McConnell Dowell has now been published by Civil Contractors New Zealand. The Practice note was been developed to assist with those utilising TTM on their work sites, to support them in implementing controls for recognising the needs of vulnerable road users in TTM environments. 

A practice note provides good practice guidance for a traffic management activity where risks and mitigation measures are standard practice and repeated regularly. This Practice Note is informed by a comprehensive, evidence-based body of research. It is the first of its kind in New Zealand and a valuable resource as the TTM industry moves one step closer to implementing a risk-based approach to TTM.  

It provides information for all users about principles to maximise the safety of vulnerable road users in TTM and includes specific guidance for clients and Road Controlling Authorities, contractors and subcontractors, TTM designers, and field staff, as well as information about physical TTM control measures that can be utilised on sites.

Further engagement

Downer and McConnell Dowell will work together to support and promote the use of this Practice Note by clients and other industry participants, alongside CCNZ and the Temporary Traffic Management Industry Steering Group. 

Promotion of the Practice Note commences with this Safety Alert, followed up with a webinar presentation on Tuesday 7 May 12.30pm and a series of national roadshow events.
