Civil Contractors New Zealand is an Incorporated Society governed by the Executive Council which is made up of the President, Past President, Vice President and Councillors. This ten-member governing body is elected annually by members as per the CCNZ Rules of Incorporation.
Jeremy Dixon
President
Jeremy is Chief Executive for Isaac Construction, a group of civil construction businesses in 8 regions across New Zealand with 500+ staff that is possibly the only construction business in the world owned by a Conservation and Wildlife Trust.
Jeremy has been in the industry since he was 18. He has gone to his current role from pushing a wheelbarrow, and experienced everything in between on the way. He strongly believes in the positive impact the industry can have for the country, and in creating great opportunities for people working across all levels of the business.
Adam Plimmer
Vice President
Originally working throughout the UK until 2003 when he saw the light, Adam has since then worked in the Fletcher family of businesses. A former CCNZ Waikato Branch Chair, he has managed Brian Perry Civil's Central North Island Regional business since 2015.
David Howard
Past President
David Howard is a longstanding member and supporter of CCNZ, acting as Chair of the Wellington Wairarapa Branch from 2009-2018. He has more than 30 years of experience in the industry, and has held the role of Managing Director of award-winning company Construction Contracts Limited since 2002.
Kylie Bourke
Executive Councillor
Kylie Bourke is a Project Manager with North Drill and has more than 26 years of experience in civil construction, infrastructure delivery, and contract management across Auckland and Northland. Throughout her career, she has held leadership roles across several construction businesses, delivering major transport, maintenance, and infrastructure projects while leading multidisciplinary teams and managing complex stakeholder relationships.
Kylie recently completed two consecutive terms as CCNZ Northland Branch Chair, advocating for members and supporting industry development. She is passionate about the future of civil construction and committed to promoting strong leadership, workforce development, diversity, safety, and collaboration across the industry.
Fletcher Cranfield

Fletcher Cranfield is Managing Director of Wanaka Civil Ltd, a family-owned civil construction business delivering infrastructure and land development projects throughout Central Otago and Southland for a range of clients including NZTA, local authorities, DOC, private developers and other contractors.
As part-owner of a small to medium business, Fletcher has a strong understanding of the day-to-day challenges faced by small and medium-sized contractors.
Mark Evans
Executive Councillor
Mark Evans is currently Chief Executive of HEB Construction. Previously, he was Alliance Director for the Te Ahu a Turanga – Manawatu Tararua Highway project, and General Manager for HEB Construction from 2015-19, providing governance for some of New Zealand’s most significant transport infrastructure projects including the North Canterbury Transport Infrastructure Recovery, Transmission Gully and sections of the Waikato Expressway. He has a strong desire to give back to the industry, and has also served on the CCNZ Auckland Branch Executive Committee.
Greg Lumsden
Executive Councillor
Greg Lumsden has had a varied career as a contractor, trainer, industry supplier and small business owner. Greg took on the role of CCNZ Manawatu Branch Chair in 2017, seeing the branch through its transition to become the first CCNZ Manawatu Whanganui Branch Chair. He is a longstanding supporter of the CCNZ CablePrice National Excavator Operator Competition (currently operating nationals).
Bart Mulder

Bart Mulder founded Pro Arbore in 2002, providing specialist vegetation clearance and arboricultural services across Hawke’s Bay and the lower North Island. A past Hawke’s Bay East Coast Branch Chair, he led the branch through a pandemic and the aftermath of Cyclone Gabrielle. As a small contractor, he is passionate about supporting the industry to see CCNZ and its members succeed and deliver for their communities. He also owns Hi Viz Traffic Management, a traffic management business founded in 2022.
Kerry Watkins
Executive Councillor
Kerry Watkins is Regional Manager for Fulton Hogan in the Waikato. He has a passion for the civil construction industry and his career has seen him work for SME’s and large contractors. He has worked on construction projects, small through to major, maintenance contracts, surfacing works, and quarrying. Kerry is also CCNZ Waikato Branch Vice Chair, and has served on the branch executive committee for the past decade.
Gary Richardson
Associate Executive Councillor
Gary is General Manager – Sales & Marketing for Hirepool. Gary brought with him experience from a broad background of industries including building products, engineering, manufacturing and plastics. Prior to joining Hirepool, Gary held senior roles in sales at Transpacific Industries and has held senior management roles for over 20 years in sales and marketing for privately and publicly owned companies, and in leading operational and procurement functions for a mix of small and large multi-site businesses.
